Leisure Report, May, 2008
Finally, some positive swing across the listed leisure sector, as the markets seem to have, at least for now, finished down-rating. According to some commentators, the worst of the downswing is over, and certainly the Bank of England's decision to step in with its offer of a 'Special Liquidity Scheme' has cheered the market somewhat.
Fitch Ratings said that, while the Bank of England's Special Liquidity Scheme is "far from a taxpayer 'bail-out' of banks", it expects the scheme to result in a sharp increase in the UK residential mortgage-backed security (RMBS) and covered bond issuance in the next six months. The ratings agency noted there is "significant protection for the Bank of England built into the scheme and only the highest-rated securities are eligible for swapping. The terms of the liquidity scheme stipulate the bonds must not only be rated 'AAA' at the outset but that if they lose their 'AAA' rating the bank must replace them with other appropriately rated bonds, Fitch said.
Losses can only occur to the Bank of England, and therefore the taxpayer, if the bank becomes insolvent and is unable to replace collateral following a downgrade and if the significant protection, mark-to-market discount and generous haircuts prove insufficient to absorb losses on the securities.
Of course, there is no such fallback available to the leisure sector, although there are a number of firms which would be delighted to have their balance sheets propped up by taxpayer funds.
A shot in the arm was provided by some bullish research notes, pointing out the inherent value of the gaming sector, where the recent declines in share prices have provided an opportunity for directors to back their own firms, and a number of share buyback programmes to be mooted.
While both online and traditional gaming groups have started to claw back some of their market value, there has been less activity in the F&B sector, which is likely to come under more pressure as the cost of ingredients rises.
One casualty to report this month is Neville Porter, the bookmaker, which has been struggling financially for several months, and in April saw its shares suspended "pending clarification of its financial status".
