National briefs: Rates' debate

BANK of England policymakers will today begin their two-day deliberations on interest rates amid gathering signs of economic gloom. The Bank's Monetary Policy Committee is widely expected to announce a cut in the cost of borrowing by a quarter point to 5% tomorrow. It would be the third rates reduction since December.
