World briefs: New pledge on nuclear plants

NORTH KOREA: The country has declared it will resume shutting down its nuclear programme. It will also allow UN experts to monitor the process, including making sure the plant that produced plutonium for its test bomb remains disabled, says the International Atomic Energy Agency.
