Coles was one of 10 IOC members mentioned in an ethics panel report who had not been previously implicated in the Salt Lake City bribes for votes scandal. The report examined improprieties by the Salt Lake bid committee in securing the 2002 Winter Olympics. It said Coles and Guatemalan IOC member Willi Kaltschmitt, together with their families, made four visits to the United States, including a trip to the Super Bowl.
