Gosper, who says he is innocent of charges he submitted $US11,000 ($A18,000) in expenses to organisers of 2002 Winter Games hosts Salt Lake City after a family visit, said he made the decision to step down so that there would be no question of impropriety while the eight-member panel discussed his case.
