Prior to Sept. 11, the Air Transport Association of America's issues consisted primarily of rebuilding the nation's airway and airport infrastructure, noise and environmental initiatives along with addressing concerns regarding customer service and delays.

Following Sept. 11, the airline industry changed. The four-day shutdown and resumption of air service, the passage of the stabilization act, the efforts to get people traveling again, and the transfer of passenger and baggage screening from the airlines to the federal government were all coordinated through the ATA and through its CEO Carol Hallett, a former California, legislative leader.
