INTRODUCTION

Study after study has documented that substantial proportions of homeless families and homeless individuals have been separated from minor children. In New York, a survey found that 60% of residents in shelters for single adults (61% of men and 51% of women) had children who were not with them. In 71% of cases, the youngest child was below age 14 (New York City Commission on Homelessness, 1992, p. B-5).
