IN BOTH CONGRESS and the Bush Administration, industry lobbyists have thus far successfully blocked controversial proposals that would impose security mandates on chemical plants. This includes a bill introduced by New Jersey Senator Jon Corzine, that forces facilities to submit their plans for assessing and reducing vulnerabilities to terrorist attacks for review at the U.S. Environmental Protection Agency (EPA), Washington. Officials at EPA and other federal agencies have also been planning chemical security regulations.
