A Bankers' World
Bankers, finance ministers and multinational bureaucrats congratulated themselves on the triumph of capitalism and partied expensively at this year's joint meetings of the World Bank and the International Monetary Fund, held in Washington the last week of September, but there wasn't much in the way of news. Most of the serious business was deferred. Everybody expressed a desire to save Poland, but nobody knew exactly what to do. Almost everyone publicly praised Treasury Secretary Nicholas Brady's plan for debt reduction, but privately most people agreed that the debt crisis might be getting worse. Bankers seemed more interested in getting out of the Third World, not getting more deeply involved with it.
