It hasn't gone unremarked that there is a dearth of Democratic presidential candidates testing the political waters, an unprecedented condition less than two years before the 1992 election. On a recent visit to our office George McGovern, the former Senator from South Dakota, reminisced that when he ran in 1972 his campaign was well under way by the equivalent January.

McGovern also said it has never been more important for the Democrats to use the presidential arena to make a case against the current drift of national policies. If no one else will do it, he said, he might be willing to make that case himself, although he would gladly step aside for an aspirant who shares his sense of urgency and has a better chance.
