Remember Lawrence Summers, the World Bank chief economist who in 1991 wrote an internal memo arguing that toxic wastes and dirty industries should be encouraged to move to less-developed nations because "health-impairing pollution should be done in the country with the lowest cost, which will be the country with the lowest wages" [see Doug Henwood, "Toxic Banking" March 2, 19921? Though Summers claimed he was being ironic, World Bank-watchers fault him for discouraging efforts to promote environmentally sustainable development and for ignoring ongoing pleas for local input on World Bank projects.
