New Skies Foresees `Through The Ceiling' Potential.(Company Business and Marketing)

WASHINGTON--This troupe has an ambitious agenda and is shaking former alliances in an effort to prove its independence. No, this isn't a reference to the hit movie "Charlie's Angels." Rather, it describes the latest strategy of the Hague, Netherlands-based New Skies Satellites NV, a spinoff of Intelsat, which is asking the FCC for regulatory relief to expand its business in the United States.
In 1999, the commission gave New Skies a three-year grant to operate in this country. Now the firm, which held an initial public offering in October, wants the FCC to grant it permanent authority to operate here. If that happens, New Skies will be able to compete on a level playing field with other U.S.-based satellite operators, including its rival PanAmSat...
