DE issue complicates NextWave re-auction: FCC tries to avoid complications that hamstrung the last big PCS auction.(Spectrum Auction)(Designated Entities)

WASHINGTON -- Wireless carriers are hopeful the FCC will come to a compromise on rules for an upcoming auction of old NextWave Telecom spectrum, rather than relying on outdated set-asides for potential bidders in the auction.
The FCC must decide whether it will allow larger carriers to bid on all of the spectrum in Auction 58 or set aside some of that spectrum for smaller carrier designated entities (DE) to bid on without the competition of larger carriers with deep pockets. The auction is slated for Jan. 12, 2005, but time is running short to change the way bids are made and for carriers to make business plans for it. The FCC will resolve the matter in the coming month, says wireless telecommunications bureau chief John Muleta.
