WASHINGTON -- The recovery of the communications networks in the Gulf Coast states stricken by Hurricane Katrina depends on a number of business concessions and details that allow more latitude for carriers in their efforts, say executives and regulators involved in the task. Some of the stark details of what faces telecom carriers came to light at the FCC's September meeting, which convened at BellSouth's emergency control center in Atlanta.
