Thanks to layoffs and job cutbacks, the number of high-tech jobs available to foreign workers has dropped dramatically. To apply for an H1B visa--which permits an immigrant to work in the United States for a certain period of time--an employer must get Labor Certification for its employee through the Department of Labor (DOL). As part of this process, the employer must provide the DOL with documentation establishing that it will be very difficult to find a U.S. citizen qualified to fill the job.
