NEW YORK - A year after Hurricane Katrina devastated New Orleans, many of the city's footwear retailers are still facing enormous obstacles, even as a number of them report strong sales.

The combination of depressed tourist traffic, fewer local shoppers, worker shortages and debt from extensive store repairs and lost inventory is making it tough for many stores to recover.

New York-based Foot Locker still has 11 locations in the area that are either inaccessible to the public or have been completely destroyed. Still, the retailer has managed to reopen 19 of its hurricane-impacted stores this year, with eight more to follow in 2007.
