In 1988, the U.S. Equal Employment Opportunity Commission (EEOC) received the official go-ahead from the General Services Administration (GSA) to relocate and consolidate its work force in a central headquarters building in Washington. The selected site, a speculative 160,000-sq.-ft./ten-floor office structure by architect Alexander Jeffries, was almost, but still not totally, completed. Following preliminary screening of design practitioners on the GSA contract list, four firms were selected for extensive interviews. The job went to Leo A. Daly, with design director Lida Dersookian in charge of her project team.
