WASHINGTON -- A recently formed lobbying and public policy group is hoping to overcome the influence of the Cuban exile community on US policy toward Cuba. The Cuba Policy Foundation (CPF) is expected to open offices in Washington, say leading officers, including president Sally Grooms Cowal, a former deputy assistant secretary of state for inter-American affairs under President George Bush in the late 1980s.
