PANAMA -- The annual Ibero-American summit was supposed to be a forum for Latin American leaders to discuss problems in common: this year's theme was on the dangers facing the region's children. But Cuban President Fidel Castro stole the show at the Nov. 17-19 meeting with his attacks on E1 Salvador and his insistence that Panama extradite a Cuban exile who's been accused of plotting Castro's death.
