LA PAZ -- Faced with continued popular discontent and an embarrassing failure to reactivate the economy, the government presented its third economic plan in less than a year. This latest plan is intended to address agreements reached with peasant and labor organizations following civil unrest in September and October, the worst outbreak of violence seen since democracy was reinstated in the mid-1980s.
