BUENOS AIRES -- The government is facing a revolt against plans to slash spending and balance the budget this year. The Senate, dominated by the opposition Justialista Party, has delayed taking up the unpopular package of reductions of salaries of state workers and retirees, as well as other cuts in services and infrastructure spending.
