Anthrax, Plague, Tularemia, Brucelosis--each of these diseases can be weaponized to harm and threaten people. Recognizing the increased threat of bioterrorism, the Bush administration established BioWatch, a program of biological collectors in major U.S. cities managed by the Department of Homeland Security and coordinated with Los Alamos National Laboratory (LANL) and several other agencies. A related program has also been launched to protect against biological attacks during special events.

BioWatch collectors were deployed beginning in February 2003. To ensure the probability that a network of collectors will detect the release of a bio-agent while maximizing the population's protection, LANL developed a geospatial application that provides analysts...
