When the Southwest Florida Water Management District (SWFWMD) teamed with Polk County's property appraiser to map more than 2,000 square miles of land, project specifications could not have been more stringent. The key deliverables--orthoimagery and digital terrain models (DTMs)--had to meet the exacting accuracy requirements dictated by the diverse needs of the district, the county, and the Federal Emergency Management Agency (FEMA). What's more, product accuracies had to be verified in accordance with Florida statutes and delivered within the specified time.

The combination of a large geographic area and strict accuracy specifications made this endeavor, known as the Peace River Project, among the most ambitious mapping projects ever attempted by SWFWMD....
