Tucked in among the usual morning announcements of club meetings and school events at Lincoln High was the following message: "Did you know? For school-sponsored events, designated drivers are in violation of district policy by nature of promoting alcohol use. We are a zero-tolerance district."

That interpretation of Portland Public Schools' policy four months ago was the start of a much wider debate about responsibility and safety, the realities of teen culture and the law.
