A new empirical approach supports the theory of committee statics, which defines the functioning of the Congressional Committee System and its role in the American policy process. The standard static view is incomplete without an explanation of the dynamics of jurisdiction regulation. The study examined the policies processed and studied by the Congressional Committees. The evidence gathered from the study infers that the Committee System is comprised of a network in which each committee holds jurisdiction for a stipulated period before relinquishing it in favor of the next Committee.
