The application of public goods models to alliances represents more than a quarter-century's work. Starting from the original formulation by Mancur Olson and Richard Zeckhauser, a variety of tests, critiques, modifications, and extensions have been offered. At its best, the body of work provides an example of the scientific endeavor--cumulative research done on the basis of some generally agreed-upon agenda and issues.
