In this volume, Blais and Dion assemble eleven essays by notable authors appraising past and present research that tests William Niskanen's influential theory of budget interactions between bureaucracies and legislatures. The essays are revised versions of invited papers delivered at a conference held at the University of Montreal in April 1989.
