This plump volume records the proceedings of a conference held at Helsinki in 1988, under sponsorship of the UN's World Institute for Development Economics Research (WIDER). We are told on the fly sheet that WIDER's purpose "is to help identify and meet the need for policy-oriented socioeconomic research on pressing global and development problems, as well as common domestic problems and their interrelationships." It is not altogether easy to see how this conference and the edited volume before us answer to this set of concerns. But it is possible.
