Certain rules in electoral politics make it necessary for candidates to make campaign promises favoring small groups. Although this creates apparent inequalities among voters, it has been found to be effective in soliciting more votes. By pandering to special interest groups, minority representation in multiseat elections is assured. Appealing equally to all voters may not work since the electorate may feel that candidates whose promises are not so specific will not accomplish anything.
