By 1992, an estimated 32 million Americans lived in common interest developments (CIDs). This represents more than 11% of the population, and the number is growing. Common interest developments include condominiums, coops, and planned unit developments of single-family homes. Why, one might ask, is the trend in housing of interest to political scientists? Evan McKenzie's answer is that this form of housing is governed by homeowner associations, a growing and politically significant phenomenon in urban America.
