The dynamic theory of the legislative choice of collective goods programs is based on a sequential model of proposal-making followed by voting in a legislature ruled by the majority. It is implied in the sequential model that legislators always vote between the two alternatives of voting against continuation or against an amendment hence, equilibria exist. Since the last program enacted provides the status quo, legislators can maintain equilibrium by strategically placing the program against future changes.
