ASTM Committee D01 on Paint and Related Coatings, Materials, and Applications held its 2007 Summer Meetings at the Hyatt Regency Hotel at the Arcade in Cleveland, OH, over the period June 17-19, 2007. G03 on Weathering and Durability met concurrently. Reports from the various commitees are summarized below.

DIVISION 1 ADMINISTRATION
D01.06, International Coordination and U.S. TAG to ISO/TC35

The subcommittee discussed ballot actions taken over the last six months and the status of the systematic review underway by TC 35/SC 9. T. Brooke, D01 Staff Manager, reported that talks between ASTM and ISO on developing a reciprocal agreement on selling of standards and collecting royalties have been unsuccessful. The Memorandum of Understanding between ASTM D01 and ISO TC 35 is still intact and will serve as the basis for our cooperation in the future. A discussion on the availability of information and documents on the new web page for D01.06 on the D01 web site followed. A delegation from ISO TC 35 met in Korea in May 2007, but no working group meetings were held due to a lack of outstanding work items at this time. It was reported that TC 35 will not meet jointly with ASTM D01 in June 2007 in Vancouver, but will hold a meeting in Europe instead.
D01.08, Environmental Concerns

D01.08 is a point of contact for ASTM, Federal, and State agencies. It helps coordinate the testing needs of agencies with analytical talents within D01. It also provides a forum for the presentation and discussion of environmental programs and issues. B. Golton began the meeting by summarizing ongoing work within Subcommittee 21 involved with environmental issues (the vast majority of work in that subcommittee). Max Wills, California Polytechnic University, discussed regulatory-related test methods under development for the South Coast Air Quality Management District (SCAQMD) in California. Dave Salman, U.S. EPA, spoke on regulatory activities underway at the Federal level. Heather Farr, SCAQMD (CA), presented information on regulatory activities underway in the Los Angeles area. David Darling, NPCA, described coating-related regulatory actions underway elsewhere across the nation. Gary Janecic, Sherwin-Williams, talked about coordination between ASTM and ISO on VOC methods.
D01.15, Lectures and Symposia

This subcommittee is responsible for arranging lectures at meetings and occasional symposia. The program typically is a seminar with a few speakers on a topic of interest, staged annually at the January meeting. The topic for the 2008 Technical Seminar is "New Solvents and Formulating Techniques for Attaining Low VOC and HAP Coatings." Since the program involves solvents, it was decided to schedule it for the summer D01 meeting in Vancouver to enable interested D02 members to attend. R. Montemayor, who is an officer in both committees, and J. Lawniczak, Eastman, will identify possible speakers on this topic.
D01.16, Terminology

Definitions for the following terms passed subcommittee balloting, and were submitted for D01 balloting:
1) Drying oil, n -- a liquid that can oxidize and polymerize into a strong, flexible, cured film when exposed to air as a thin coating. This definition received a negative vote on the grounds that certain liquids that are not drying oils cure on exposure to air. The following revised definition will be balloted in D01: drying oil, n -- A liquid triglyceride that can oxidize and crosslink into a strong, flexible solid film when exposed to air. Discussion: Drying oils are glycerin esters containing high levels of one or more polyunsaturated fatty acids. They are often applied as a thin film, to give an initially flexible cured coating.
