D01.24, Physical Properties of Liquid Paints and Paint Materials

The Viscosity Methods group discussed two proposed standards that were to be balloted later in the summer. One is a standard practice for rheological characterization of architectural coatings using three common bench viscometers (WK12492) that should be useful to the industry. The other is a 500 [sec.sup.-1] cone/plate viscometer method (WK 13901, now D 7395) that is of interest to auto makers and their paint suppliers as an alternative to efflux cups for measurements on topcoats. No other D01.24 groups met in June.
D01.25, Evaluation of Weathering Effects

Pictorial Standards--N. Rogers, Chair, led a discussion on the status of the updating of the FSCT (Federation of Societies for Coatings Technology) handbook of "Pictorial Standards of Coatings Defects." There is a desire to republish this handbook with new pictures and descriptions illustrating types of failures and failure ratings. S. Pruskowski and J. Stegge of the FSCT Publications Committee would appreciate input regarding failures that should be included along with sources for sets of panels or photographs. So far, the following failures or problems are to be included: blistering, chalking, checking, erosion, rust, filiform corrosion, flaking, mildew, print, adhesion, roller splatter, cracking, chipping (traffic), and abrasion (traffic).
M. Crewdson, Chair of Visual Evaluations, said that D 1654 "Evaluation of Painted or Coated Specimens Subjected to Corrosive Environments" will be sent out for D01.25 ballot. D. Allerton will suggest some changes based on the use of D 1654 for industrial coatings in addition to automotive coatings. The thicker coatings do not respond to air blow-off or scraping to remove corrosion products. D 4214, "Evaluating the Degree of Chalking of Exterior Paint Films," has been reinstated as D 4214-07. Due to a Jack of balloting, the standard was automatically removed. A successful reinstatement ballot has put this standard back on the books. R. Morrison will begin again with the revisions that were being proposed prior to the standards withdrawal. D 714 "Evaluating Degree of Blistering" is due for its five-year review. O. Cordo has volunteered to review the standard and suggest any changes.
D01.27, Accelerated Testing
D. Grossman, Chair
The Water Tests group, D. Grossman, Chair, discussed D 4585, "Controlled Condensation." A number of changes were made to the standard before it was sent to ballot. It passed and now has a 2007 date. Three other standards need to be revised, D 1735, "Water Fog"; D 870 "Immersion"; and D 2247, "100% Humidity." A question was asked about D 2247, Section 7.2: "What does 38 [ or -] 2 mean to an ISO 17025 auditor?" "Is this an issue?" "Is condensation uniform on the samples?" L. Pattison stated that GM dropped it from their standards because of lack of repeatability. W. Ketola stated that there is another test that has controlled condensation and suggested that this standard be dropped. Ms. Pattison commented that D 2247 still is required by other auto companies. It was suggested that a caveat be added pointing out the difficulties with this practice. The group decided to revise the standard.
