ASTM Committee D01 reports of June 2007 subcommittee activities

The Light and Water Exposure Apparatus group, D. Grossman, Chair, had planned to discuss the new Acid Etch standard, but the ballot had already gone through and the method will be issued as ASTM D 7356. The Chair thanked L. Pattison for getting the standard through in about 11 months. Ms. Pattison thanked the group for all the work everyone performed. So far, there has been very positive feedback about this new standard. Ford is already using it to qualify its products and the group is looking at Chrysler to also use it. D 6695, "Xenon-Arc Exposure of Paints," has not yet been balloted. It was agreed to add SAE J2412 and J2527 to the footnote to replace SAE J1885 and J1960.

O. Cordo reported on ISO TC35, which met in South Korea, but SC26 did not. Because of lack of participation, many subcommittees may go dormant or may combine working groups. Among other things, TC35 discussed changing the gravel size for the chip test. The Chair commented about the lack of access to the LiveLink web site that is supposed to give access to ISO methods and deliberations. Each member goes through his or her own national body, i.e., ANSI in the U.S. It was asked whether we can get access through ANSI, but the U.S. is not a 'P' member of TC35. It was requested that if anyone gets a TC35 document to please forward it to Jeff Adkins at ASTM, who can then forward it to members of ASTM D01. It was suggested that we have several D01.27 members join ASTM D01.06, which is the TAG to TC35, SC9, and SC10

The group on Accelerated Outdoor Exposures, J. Robbins III, Chair, discussed two balloted items. ASTM D 4141, "Accelerated Outdoor Exposure Test of Coatings," received no negatives, but some comments, including a request for a summary of the changes that had been made. D. Grossman commented that we should include such a summary in all revised D01.27 standards. ASTM D 5722, "Accelerated Outdoor Weathering/Freeze-Thaw," received a negative from N. Searle, who objected to the inclusion of "acceleration factors," which had not been in the standard previously because everything was comparative. "Acceleration factors" will be removed from Section 5.4. Ms. Searle also suggested using more than two specimens. Because of the added cost and the size of the target board, the group agreed not to change.

The Natural Outdoor Exposure group meeting was chaired by D. Grossman in the absence of J. Martin. Copies of D 1014, "Practice for Conducting Exterior Exposure Tests of Paints and Coatings on Metal Substrates," were passed out and possible revisions discussed. Suggestions included a title change from exterior to outdoor, changing the soap solution concentration in section 10.3 from 1% to 0.5% and clarification of the time of exposure of panels. Mr. Grossman passed out D 2454, "Effect of Over-baking on Organic Coatings," which is due for a five-year review. Because the group felt no one is using this standard and no one volunteered to review it, it was agreed to ballot it for withdrawal to see if someone comes forward.
