In an ideal world arts education practice would be driven by arts education policy. In the present world it is more often driven by a mix of traditions, conflicting pressures, and personal biases on the part of education decision makers. Arts educators and their supporters work diligently to establish favorable policies, sometimes successfully; but their efforts are easily trumped by day-to-day considerations such as lack of funds, scheduling problems, and struggles over priorities.
