The State Administration for Radio, Film and Television (SARFT) has ordered all provincial-level TV stations to launch dedicated children's channels by end 2006.

The policy will be implemented in three stages, beginning with an end 2004 deadline for a third of provincial broadcasters. According to Zhang Pemin, SARFT Film Department deputy director, the central government will allocate RMB8 million (US$964,000) for children's film production with a further RMB5 million (US$602,000) for production of children's cartoons.
