Beginning in 2004, China broadcasting industry regulator the State Administration of Radio, Film and TV (SARFT), mandated all provincial level broadcasters would be required to launch "children's channels" by the end of 2006. This means nearly 40 children's channels coming online by then, making China the world's top broadcaster of children's channels.
