Housing Starts Housing starts fell between September and October, but the final third-quarter total was still well ahead of the year-ago pace (seasonally-adjusted annualized level) Q3/2002 1,698,000 Q4/2002 (forecast) 1,615,000 Q1/2003 (forecast) 1,577,000 October housing starts presented a considerably different picture than did building permit trends about the current state of the residential market.
