Focus shifts to merger rules following BNSF, CN decision.(Burlington Northern Santa Fe Corp. and Canadian National Railway Co. end merger)

Now that Burlington Northern Santa Fe Corp. and Canadian National Railway Co. terminated their merger plan, attention is shifting on how to change merger rules to ensure competition in the rail industry.
BNSF and CN announced their intention for the combination in December 1999. That triggered widespread concerns among shippers and other railroads. The Surface Transportation Board (STB) imposed a 15-month moratorium on new rail mergers in March. The moratorium, challenged by BNSF and CN, was upheld in July by the United States Court of Appeals for the District of Columbia Circuit.
