Congress is considering a $10 tax on the sales price of every new desktop and laptop computer to help recycle obsolete electronics. Under the Computer Hazardous Waste Infrastructure Program Act--introduced by Rep. Mike Thompson (D-Calif.)--the fee would fund computer-recycling programs throughout the country administered by the Environmental Protection Agency.
