I AM SO HAPPY THAT Morton H. Halperin noted in "Collective Security" [October 22] that the UN Security Council in 1999 "strongly condemned `the continuing use of Afghan territory, especially areas controlled by the Taliban, for the sheltering and training of terrorists and planning of terrorist acts.'"
No telling what might have happened on September 11 had that strong condemnation and Security Council order not been in place.
