THE FIRST ANNIVERSARY of the Supreme Court's Bush v. Gore decision has come and gone, and Congress still isn't taking the 2000 election debacle seriously. On December 12, the House passed the NeyHoyer "election reform" bill, which is hardly reform. It gives states the ability to opt out of federal standards and fails to enfranchise the millions of people who are routinely blocked from voting.
