SOMETHING CAN BE ADDED to Robert Kuttner's column on the need for new public outlays in a time of serious recession and public-health and domestic-security challenges ["The Business of America," December 3]. Organized business is not the only obstacle to this spending. The public has built a large fear of federal budget deficits, and sadly, some in the Democratic congressional leadership are helping to keep it alive.
