MEANWHILE, THE BATTLE over the clean-elections law in Massachusetts gets curiouser and curiouser. Advocates of reform claimed a significant victory when the state's highest court ruled January 25 that the legislature was in violation of the state constitution by not funding the voter-passed law. But powerful opponents in the legislature seemed unmoved by the ruling, and openly considered disregarding it.
