JOHN B. JUDIS'S "BETWEEN Iraq and a Hard Place" [March 25], sensibly suggests that the "containment-plus" strategy is an alternative to invasion or overthrow of the Iraqi regime. Judis writes, "In 1998, when Saddam blocked UNSCOM, the Clinton administration bombed Iraq, but Saddam defied the United States and the United Nations by expelling UNSCOM." This version of events is often purported, especially by our esteemed leaders, but I recall a different sequence.
