IN "THE ROAD TO NOWHERE" [August 12], Ellen S. Miller and Nick Penniman raise important questions about the campaign-finance-reform movement. While we agree that the ultimate goal is full public financing of elections, the authors mischaracterize what has been accomplished in the "clean money" states, underplay these states' impact and are overly pessimistic about prospects for reform.
