THOSE WHO DEPLORE RISING tax evasion both here and abroad should applaud Robert McIntyre's [Nov. 18] exposure of the outrageous unwillingness of the Bush administration to call for reporting of interest paid to foreign depositors by U.S. banks.
But the problem goes beyond the issue of non-reporting. To discourage this loophole, the United States should follow the practice of imposing a withholding tax on such payments.
