STEPHANIE MENCIMER'S article on the lack of a national child-care program ["Children Left Behind," Dec. 30] is an excellent and moving piece, demonstrating once again how flawed welfare reform has been. But her observation that "California voters ... overwhelmingly approved Arnold Schwarzenegger's ballot initiative to provide universal afterschool care for the state's children" doesn't tell the whole story.
