STANLEY HOFFMANN'S largely excellent article on President Bush's new American hubris ["The High and the Mighty," Jan. 13] usefully criticizes the "vast tent" of the so-called war on terrorism, but then Hoffmann himself uses the phrase in a way that is widespread, encouraged by Bush and harmful: "The war on terrorism ..." Hoffmann says, accepting the phrase, would usefully be addressed, along with the Israel-Palestinian issue, before we turn on Iraq.
