THOUGH THE DEMOCRATIC presidential field was split on the Iraq War, the issue of homeland security offers all Democrats a chance to challenge the administration on its defense of Americans at home. To date, Joe Lieberman, John Kerry and Howard Dean have offered the most detailed proposals. Bob Graham has stressed his decade on the Senate Intelligence Committee and his early support for what was later dubbed "homeland security." Dick Gephardt has positions on nearly everything else and has not gotten around to the matter.
